Levels of Authorisation in SPEAR

SPEAR controls available functionality and information to users depending upon particular privileges assigned to them.

Administrators have the highest level of control within SPEAR and have access to a different set of functionality from all other users.

Applicant Contacts, Responsible Authorities and Referral Authorities fall into two categories - users who can authenticate documents, and those who cannot.

There is little difference between "Registered" and "Unregistered Public" users. Registered Public users have the ability to lodge online objections. Land Use Victoria users have a customised view of the Details Tab to meet their needs, but do not need or have access to the extended functionality that applicants, councils and Referral Authorities do.

Authentication is used in SPEAR to safeguard the accuracy of information being shared by SPEAR users. After performing particular actions in SPEAR the user may be prompted to authenticate the information they have just entered. This is done to ensure that only suitably authorised users can publish the entry of certain information, or the uploading of particular documents, into SPEAR. For example, only a licensed surveyor is able to authenticate a plan of subdivision in SPEAR.

Authentication is performed in one of four ways:

  1. Standard - User: SPEAR automatically authenticates.
  2. One Click - User: clicks a button to confirm.
  3. Password - User: enters their password to verify the correctness of the SPEAR action just performed.
  4. Signing - Users: signs using a Digital certificate or a 'Smartcard'. Users who need to either certify or sign documents will need to have the appropriate authentication access level established by a System Administrator.

Most actions in SPEAR do not require any specific user authentication and can be performed by 'Standard' users.
